That black bird is Black Cormorant whish is a diving bird that preys on small fish. We have them from October to April in our moorage in Scappoose Or. They are protected and so are most of the fish they consume.They have no oil in their feathers and if they get too wet they can't fly.That is why they dry them in the sunlte sothey can fly.There is also a Crested one that has a almost siver looking chest. They love to feed on our protected salmon smolts before they head to the ocean in early spring.
Thanks for the input. I don't like the phrase they all look alike to me, but the picture also resembles the Double Crested Cormorant.
