It is Yaquina Bay, Oregon. This is an old railroad bed that extends almost to the ocean and these are what is left of the pilings.

In answer to your question about why no one takes sunrises. With sunsets you set up in the lights have your exposures set pretty close and of course you can use AF or have your camera focused. You take sunset photos in the warmest part of the day normally. Sunrise photos on the other hand is a completely different scenario. You set up in the dark, you can't use AF or focus very well and right now its colder than...... your fingers can't feel the buttons and.... the sunrise you wanted after you walked two miles to set up, doesn't show up. By the time you can hand hold a sunrise shot most of the vivid colors have gone if the cloud bank doesn't hide them. And of course you have to get up early for sunrises which knocks about 85% of the photographers out of taking sunrise photos. But personally I find colors in sunrises that look like they have been PP'd but are real and rare especially on cold mornings and frozen lakes with cloud banks and the light diffused by fog.
