The only North American bird that resembles this picture is the Tricolored Blackbird which is local to the west coast only. If this picture was taken in coastal California it may be the Tricolored, but if taken in Georgia, most likely a Red-Winged. If it is a Tricolored taken in Georgia, it is a long way from home.
What this is probably a 1st. year male that has not gotten full color. This is probably why you only see them for a short time in the spring.
