A good starter program is PhotoScape. It's free and easy to use.

The question is - what do you want to do?
If you need cloning and layers and ... then you need PhotoShop or GIMP.
If all you need is to add contrast, correct color, crop, etc. then something like Google's Picasa will do!
http://picasa.google.comI tried Photoshop, Gimp, Elements, Lightroom. All too complicated. I keep going back to Paintshop Pro. Supports image and file management, HDR, image adjustment, image editing, RAW, jpg, tif, png, gif, layers, masks, cloning, painting, text, drawing, scratch removal, select, cut, copy, all the basics, and on, and on. Easier to learn and use.

It does have a learning curve but once you put some time into learning it's well worth the price ....
Gimp is a pretty powerful tool...for the price. Also, someone posted Gimp tutorials here on UHH. Do a search for them and go from there.
I have several different pp programs, but if you're having probs with PhotoShop, GIMP is surely not a workable alternative. Steep learning curve, much moreso than PS. PaintShopPro or Picassa would be easier to work with. Altho maybe not up-to-date with the bells&whistles, I believe older versions(PSP) can be found for free on the www.

I started with Abobe 7 and it took awhile to learn, now using CS6 and still learning.
Get a book and experiment!! you can do it !!
Gimp is hard.Get Serif PhotoPlus X6 the easiest to use
  Paint Shop Pro
Hi Alice, like many UHH members I use Zoner Photo Studio 15, it's very easy to learn and you can try it free for 30 days.
The latest edition is ZPS 16 also free for thirty days, if you you keep your eyes peeled you will be able to get ZPS 15 free.
Have a go and see what you think,
John.

I have tried GIMP and it is very good - supposed to do all that PhotoShop does but it is open source freeware.
I tried it with a specific purpose in mind - to warp text to suit a shape.
Yes, it is a steep learning curve but I found several videos on YouTube that showed me exactly what to do and I quite easily managed to do what I wanted.
So the answer is; It depends on what you wish to do.
If your processing needs are quite complex then this is well worth learning and there are hundreds of free videos to show you how.
Being free you have nothing to lose other than a few hours playing with it.
The fact that something like GIMP is available for free is almost unbelievable but my two cent is that you will find yourself spending more time learning gimp than you will learning photography.
I have used gimp to accomplish some pretty complicated photo editing work however I always used a tutorial to step me through what I was doing. I never really learned it. It is very powerful and very complex. It is like Photoshop without the polish. It is not photography specific. By that I mean that it wasn't designed specifically for photo editing. Many of the "beginning gimp" tutorials start with things like making logos and other graphics exercises.
I finally gave in and bought lightroom, learned how to use it in a couple of days and the only times I've used gimp since then have been if I wanted to do something involving multiple layers.
I have tried to download both programs also and my Avast anti virus warns me that if I down load either of them to do so at my own risk and to use caution. I may try an older pc I have that still works good but is out dated and see what happens. I had problems with Paint Shop on down load about year ago and had to get my computer clean up by a tech and it cost me about eighty dollars. It cost me the price of the program plus service of PC.

I have run most antivirus programs and will never use McAfee again. Norton has fallen as well.
I'm in the boat with you! Both are total resource hogs!! I've used Microsoft Security Essentials for a few years with total satisfaction.
