I like it Linda! When I was growing up our next door neighbor bred pomeranians and they had a pure white one..names Snowflake, no less! LOL How clever!

Bob, my friend reminded me that Nemo is off-white in color. My bad for not mentioning that - or noticing myself before now - lol.
I did my usual throw-the-kitchen-sink at it and here is what I came up with. If you'd indulge me one more time, and are able to make the dog more off-white, I'd love to know how you do it!
OK, see how close this comes. I started with your throw-in-the kitchen sink version, then invoked some color desaturation as follows: Enhance>Adjust Color>Adjust Hue/Saturation and when the dialog box opened I first chose Reds from the top left hand box, then moved the Saturation slider to about the -85 setting. I then went to the selector at top and chose Yellows for the same treatment. There is now just a hint of yellows and reds (the basic colors of orange and brown) left in the photo. It is not true black and white, but not far from it.

Thanks so much for your comments, Sue!

Thanks! After reading your explanation, I noticed an area of adjust color/hue-saturation I hadn't seen before. Hoo boy - so much to learn :)
It works. I would hang that on the wall.

I suspect I should have told you, I use PSE 12 almost exclusively in Expert Mode, so my workflow was couched in terms of exactly which menu items I invoked, and how much of them I used. This allows me much greater control than if working in Guided Mode, although, I must confess, to get the original High Key effect, I resorted to Guided Mode.
For me, this was an interesting exercise in getting back to the basics. My normal mode of operation is using CS6, with a full complement of NIK Software, OnOne software's PhotoSuite 8, and Topaz filters. When I give those things up, things get much more interesting!

Your secret is safe with me :)
I apologize for what I am about to do ..... I applied a Topaz Simplify, Line and Ink II filter to create an "art" effect which I truly liked. I figured I could beg forgiveness in return for the long lesson-plan I provided earlier.

LOL - no need to ask forgiveness, Bob. I really like it! Its right eye looks a bit strange, but overall, it's very neat :)
Can't believe we've put so many hours into a throw-away image
I like it; it looks like a nice drawing.

I wish I could tell you what I did here, but it's been a week since I worked on it, and I've forgotten
High key works well here Linda
Thanks for your kind words, sirius and creativ :)
I like it, but it's too blown out for me.
