I was just brute searching through hundreds of pictures of tripods on Google and came across one that had a six splined protrusion like mine did.
Unfortunately, it is for a COSMETOLOGY DUMMY! For hair dresser school! The shaft fits into a practice dummy head and one learns how to style hairdos on the dad-gum thing!
I believe what you found was similar to this picture. These do have a splined spike for mounting practice heads, but they are almost always straight and made of plastic. Yours is aluminum and tapered. As well as having the splines themselves tapered. I don't think you have found your answer yet.
Hairdresser mount
Sorry, but what does that have to do with identifying the OPs head design??

Bless you MT! Thanks for this. I don't know if it gets me closer, but I gives me more hope.
Thanks for the link Goodolboy1. I'm not sure how to translate that to mounting a camera on an oddly shaped tripod head... unless you suggest asking them for a connection. I'll give them a call and see if they can help.
OK, I see. On second look, the website shows parts that may be bolted on, or clamped onto the tripod head and then another part clamped into/onto that would mount a camera! Very ingenious. and very informative. Thank you very much. (and for not much more than another tripod, too) !!! Many Thanks !!!
I don't know if the answer will be found but the discussions have been fun. Thanks all.

I'd like to pick up a part (from somewhere) that might allow me to use this as a camera mount. Or even a lighting mount. Not sure where to look...

What a revolting predicament.... mystery solved... I guess.
Thanks for everyone who offered advice. I may just use it with tape and an off-camera flash stand after all.

Maybe you could use vice grips to attach something to that star thingy.
