Don't know or have PSE, but FastStone Photo Resizer is FREE and does an AWESOME job!
I'm using CS6 not PSE but am assuming is similar:
Above your top tool bar you might have a bar with File, Edit, Image, Layer, etc. Click on "Image" and at the pull-down menu click on "Image Size...". This should open up a window with your Image expressed in pixel dimensions and document size in inches or percent. You should be able to change the size of the image by changing the numbers in the width/height pixel fields. If there is a check box labeled "Constrain Proportions" you may want to leave that checked. That way if you change, say, the pixel width, the height will automatically change by the proportional amount and the relationship between width and height of the photo will remain the same.
Image>resize>image size
Make sure you are in image size not canvas size.

Totally agree - it will also batch resize. I have used it for many years and been very happy with it.
It also has many other abilities such as renumbering. :thumbup:
