All the above mentioned programs are great. I have a stand alone program that is probably the easiest way to achieving this effect. This program is not a photo editor and is meant to be used after your photo has been "tweaked" elsewhere. You can download it right now for $14.95 and it works great. Nice images there. But when I go to the web site I didn't anything about tinting or split tone. That could explain the price. Will this app do a tint or split tone on the monochrome element of the picture? If so it would appear to be a killer app, if not I would think twice before investing. A bit of tint on a monochrome can make or break an image.

There are 2 downloads for gimp; one for the program and the other for the tutorial. This is a pretty comprehensive program. Have lots of time available to you so you can familiarize yourself with it if you're new to imaging programs.

Tinting and split-toning can be done by almost any photo editor that can RGB curves or levels. Including many of the free and lower cost programs. Split-toning can basically be achieved by applying an S and/or reverse S curve in with one or more of the RGB curves. The monochrome image must be and RGB image, not grayscale.

On the issue of GIMP vs PhotoShop it is a matter of needs and personal preference. I began using GIMP in 1997 (it was the only thing that would run on my Linux OS that I had at the time) and still will go to it from time to time. Paint.net (Windows OS only) is not bad for a free program close to Elements for "most" work. I don't use Paint.net but my wife does. But to a brand new user who can afford to spend a few dollars I would highly recommend PhotoShop Elements (Not CS). The amount of help available is tremendous. If you can afford Element look at Paint.net before getting into GIMP save yourself some headaches.
