When you shoot from above, the background is the water/flowers and they are close enough that they are within the DOF and relatively sharp. The duck doesn't stand out against the background. When you get low, the background is farther back, perhaps even the far shore which is very out of focus and isolates the subject more.
I should do a special post about that with some examples.
