However, the rider is the topic and he/she needs to be lit up such as with flash & rear curtain sync (as previously noted). Might have underexposed the base exposure to tone down the exceedingly bright yellow lights in background, and then flashed the rider to separate from the background, give focus, and clearly make the point of interest.

I like that the rider is almost a silhouette. What details could compete with that bright yellow-streaked background? It conveys breathtaking speed and you can see just enough of the rider, the helmet, the costume, and the bicycle. I like it. I think it is art!
