I have been making frames forever by choosing select all and then edit>stroke and walla a frame goes around the picture after the color is chosen and px and then ok. All of a sudden I choose select all (marching ants appear on edges of pic) and then I choose edit>stroke (it is available) but nothing happens!!!!!!!!!! I have clicked everything imaginable, inc outside, inside, etc to no avail. I know it is prob a simple fix, but I will be darned if I can figure it out!!! Any ideas out there?????????

You've got the marching ants, you've clicked "inside", but have you also checked the foreground colour? You can't see a white stroke on a white background. What about the width of the stroke? Is it wide enough to be seen? The higher the resolution of your image, the wider (in number of pixels) the stroke needs to be.
BTW, if you select All, you need to also select "Inside" - "Outside" only works if you select part of an image. The third option ("On"?? "Halfway"?? Sorry, can't remember what is't called... too early... gotta get my coffee...) will effectively cut the stroke to half it's selected width on a "select All" image, but take half of its width inside the marching ants and half outside if you select part of an image.

Thank you so much for replying. I have honestly used this effect millions of times and I knew it must be something stupid I was doing!!! Made foreground color not white, do not think that was it, put size at very very very large, and clicked inside. I thought I had clicked inside, center, and outside when I was hitting everything I could think of. I think you solved it, it must have been not on inside, as I now got a giant not white frame. It worked. Thank you so much for the help. I appreciate it.

Hi Kathy
I have Elements 11 & actually was just playing with frames so if it works the same for you, just go to the Graphics heading (bottom right for me) then choose Frames, select your preference then at top right there's a drop-box arrow where you can find Apply & that should do it. Saves selecting & marching ants, which drive me crazy. Otherwise, when I get lost I just Google the Q & can usually find a solution, just like with the ever-helpful Hedgehog community. Cheers
