What is the technique for editing a photo so you can print enlargements? I am using Corel Paint shop photo pro x3 and have looked through my manual and cannot figure out what I need to do. Does anyone have any suggestions??

Open image of interest.
Click on cropping tool.
Click on drop down menu.
Click on size of image you want.
Click and hold down button to adjust crop so image fits best.
Click on green button with check mark to apply.
Check image info for enough pixels.
Save As......
or something close to that.

Also save the original and if there is problem you can go back and do it again and correct any errors. If you shoot in raw you can edit it several times and no problem. Just save the original.

I always check the focus first. PP can correct a wide range of problems, but nothing can really help a photo that's out of focus. The larger the final print, the more critical the sharpness. I have discarded many otherwise good photos that are not sharp, and don't waste much time or money trying to correct them. (Actually, if the photo otherwise showed promise I might keep it in the trash bin for a while. Never know when someone might come up with a plug-in that would help)
In Elements, you have two options, either use the crop tool, or go to resize and put in your dimensions. Just keep in mind that for printing purposes, you should not go below 280 pixels per inch. To see the maximum print size you can achieve, divide the number of pixels on the shortest side by 280. For example say your image is 4500 x 2800 pixels, you could have 16X10 print.
