How do you get colors to pop? Does this come from the ISO or aperature?

well in the old days it used to come from film. Now if you slightly underexpose it will give more ohmph to colors. Or you can change hue and saturation in whatever post processing program you use.
Try color enhancement filters.
Sunpak has some good ones that are not too expensive
Not sure what camera your using but proper white balnce is a must. Also many camera's such as my Canon's have built in color shift settings that help. Another trick - use your flash even when you don't think you need it. Otherwise use post processing using Photoshop or other editing tool to adjust hue, saturation, contrast etc.

It depends. If you're shooting jpegs, like others have mentioned shoot a half or one stop underexposed and try to improve with and editor. If you can, shoot in RAW. That way you will have more dynamic range to play with in post production to adjust colors, lighting and the "pop" you want.
