I think it was really Abbie Hoffman ( SDS )that said don't trust anyone over 30. Dylan may have sung about it.

The man who coined the phrase “Don’t trust anyone over 30” is 71 now

Jack Weinberg uttered the phrase – which became one of the most memorable expressions of the turbulent 1960s era – at Berkley...

Dylan and Abbie Hoffman just repeated it.
