I could not resist the challenge. there is allot of color noise in the photo especially around his chair, plus the faces are not sharp. When faced with this situation, I can cover up the noise by converting to black and white. I also tried fill layers with low opacity. In color i will go to the artisitc filters to give a photo a soft focus dreamy quality, but that didn't work . Here are the best I can do, still a newbie when it comes to photo editing. Maybe your client would like the artsy stuff. its better then nothing.

As you can see, the photo is hardly salvagable. There is just not enough information in the photo to bring out any detail. Even NASA scientists could not improve upon it. Perhaps, if the original were scanned with a high quality scanner at a high resolution, you might be able to pull out a bit more detail, but there is little that can be done with the image you posted.

Quite simple; re photograph it wth a digital compact, using a tripod to get everything lined up. Then adjust accordingly. I have done this countless times for people- it works very well.

Here's my fix...but as mentioned a very bad image to work on...increasing the exposure brings up tons of noise. Feel free to use it.

That may work with a properly exposed photograph, but it would be pointless with a photograph as underexposed as this one. It would not work in this case.
