It doesn't matter that the money was designated for humanitarian needs because if you know anything about accounting and bookkeeping when you received designated funds although you may not be able to use them for whatever you want, it frees up other funds to do whatever you want with them. So, yes, Biden did help Iran financially to the tune of $6 billion.

Also, he relaxed some sanctions against them helping them to sell more oil on the international market. And, that partially addresses Biden's oil policy helping Russia. Russia and Iran are allies. You help one, you help the other.

I think that the Israeli response to Iran was perfect, it sent a strong message without escalating the conflict. For Israel to stop the Iranian nuclear program they would need the kinetic involvement of the US, given that what they did was perfect as we already know the Biden administration is better aligned with Iran than they are Israel so they could not look to the US for assistance.
