Everything I post is my opinion based on my perception! I don't expect everyone to agree! But no, NOT not a photographer, just not a very good photographer. But only if one does extensive PP because they "need to" not because they "desire to" There is a difference!
It's that "final creation process" that is the sticky wicket I suppose.

No need for a line. Photos have also been "manufactured" since the beginnings of photography. It didn't start with digital.

I assumed that Retired CPO meant by "manufactured" some kind of composite or items added to or removed from the original.

I referred to the observation of Minor White for the student of photography to take heart, to keep at it.
