Fast and high quality images do not go together. I have two Epson scanners, V500 Photo, and V850 Pro. A Espon V6xx or V7xx series model would do you well.

So, set the scanner to scan at whatever you need. That setting is adjustable to 75, 150, 200, 240, 300, 400, 600, and 1200 DPI.
600 DPI doesn't slow it down that much. No, I haven't measured the difference.
Being a photo scanner it also auto-corrects other settings as well, such as Restore, Save, Organize, Auto Enhancement, Color Restoration, and Capture Both Sides in a Single Scan.

Good, Fast, Cheap. Pick any two...
The likely candidate is the Epson FastFoto FF-680W Wireless High-speed Photo Scanning System. It's pricey, but good and fast. However, it only handles prints and documents. A bonus is, it scans double-sided documents. It is probably a reasonable compromise capable of plowing through stacks of prints. It handles 8.5" wide by 11.7" (and longer, depending on resolution).

Personally, I built a copy stand I use with my mirrorless camera and macro lens to copy prints, flat art, stamps, coins, slides, and negatives with my digital camera. I find raw files give me the quality I need. It's pretty quick, but requires post-production.

Edit 2: One thing that I forgot to mention originally was that you can scan fast at 300 DPI and upsize with Topaz Gigapixel or Topaz Photo AI.
