Sounds like a wonderful suggestion. I'm sure Congress will have to discuss this idea to death, then have someone study it. When they find out THEY are the problem, it will be sent to that lonely room where bad ideas (in their opinion) go to die. Just reboot it!

They'll want to form a committee, maybe form a sub-committee of this committee and hold hearings. It will take years.
