Exactly, crime is primarily a locallly created problem. There are currently 70 George Soros linked progressive (so called justice reform) DAs around the country who fail to prosecute aggressively and have greatly reduced or eliminated bail requirements. These jurisdictions also suffer from a lack of aggressive proactive policing primarily due to the Ferguson effect and shortages due to the inability to recruit officers at a pace to keep up with a rash of early retirements. A President can set the tone and through his Attorney General aggressively prosecute offenders of federal criminal statutes.

You are correct because if it were driven by prosecutions today we would have no crime. Crimes exist whether reported or prosecuted. In the recent past it was found that some cities fail to report all crimes for DOJ/FBI statistics.
