Not sure if apples or soft fruit, such as peaches. That area has both. Closer shot (fancifully edited) on a different day: https://flic.kr/p/2pE1RB1

UHH member Blenheim Orange gave me this info: "the sacks are trunk protectors with a bamboo stake running through them. The protectors keep the trunk from overheating in the Spring, and keep rodents from gnawing on them. These small trees are called "whips" - an unbranched young seedling. "
