The U.S. says it's ISIS. That makes a lot more sense than Ukraine.
Think about it. There is no tactical advantage to sending an assault team into Russia to kill civilians at a concert.
I'll believe the USA on this one.

The US warned the Kremlin that a major incident was going to happen and ISIS have claimed responsibility. Even so Putin has said that the people they have caught were heading to the Ukraine. Don't be surprised if Putin blames Ukraine because it will galvanise the Russian population to get behind his special military operation and he will get more conscripts to come forward to be slaughtered. It's time the US started to take the Russian threat seriously.

What is more likely is, a "False Flag Operation"
It's been done by others. What's a few thousand lives compared to our grand plan?
