No sir, this is all Photoshop and layer upon layer of patchwork and overlays. I enjoy creating composite surreal images and I viewed this as a challenge. The final touches are to bring the colors together as though they came from the same pallet for harmony. I used a gradient map with opacity to do that. I also learned that a tiny amount of grain helps add uniformity to the work.
There's also some "Dr. Frankenstein" surgery and light touches of liquifying filter. I felt the ball of her nose was a bit too large so I gave it a bit of a pucker and gave her more definition to her cheeks.
The background was a disaster so I wiped it out, filled it with white, and gave it a soft vignette. I did work on the hair which was not much more than a smudge in places.
There are quite a few hours in the piece, but there is nothing else to do so it was enjoyable to do.

Nope, not at all. One cannot make "chicken soup" out of "chicken poop". AI may come close; however, it is not artwork of man's hands. It's akin to letting the computer pick the lottery numbers for you when you buy a ticket at the local "Stop-N-Rob". By the way, when a woman (or a man these days) puts on makeup, do they look original or are they artificially enhanced?

Edit...comparing both images I don't think the result is any good..
These "After" Shots DO show some hope for this project.
Possibly cut the face from the background to reduce the area requiring work.

Okay....Not as much Voodoo nor imagination over the edge on this one, however, this is as close to resembling the source image as I could get.
It could also be done using the clone stamp tool with the mode set to lighten color. Resample often and the only affected pixels will be anything darker than your target sample, anything lighter or the same value won't be changed.
