Take the Circle Cruise - if it’s still running - and a wide angle lens, and you’ll get dozens of great angles and a variety of shots, not all of them skyline. Time of day and weather may be a challenge.

HI,
I cannot tell you about a pano photo, but to me the best
photo of NY City is at night from the Staten Island Ferry (which is free to ride)
coming back from Staten Island to NY. Beautiful with the city lit up.
Also, I have a write-up on NY City that I give to my friends
There is stuff in it that you will not find in guidebooks
and if you do, this is much easier to read.

…while Jersey offers some nice views it’s a pain to get to…the Brooklyn Bridge and the parks in Brooklyn along Water Street offer some of the most iconic images of NYC…

Okay, you said it and I don't have to, you got 2 of my suggestions, you can shoot the whole bay with Manhattan in the back from the terminal in Staten Island, and taking the ferry to and from SI you get the best shots of Lady Liberty. Shots of the Narrows and the VZ Bridge too. E-Mail me if you want more Staten Island suggestions, Bob.

Brooklyn Bridge is walkable , also a spot to get good views of both Manhattan and Brooklyn,

Take a ride around Manhattan on the Circle Line. Fabulous shots are available, including the Statue of Liberty. Weehawken and Liberty State Park in New Jersey are also great locations for the skyline. I have a few to share, but I don't want to "steal" your post.
