Yes it applies to any lithium battery. The problem is not the size but the lithium.

There is also different rules for battery that is larger than 100Wh.

Lithium is a volatile alkaline earth metal. In contact with moisture from the air it can issue a fire.
That would be true for a battery in a camera. BUT, there is a person nearby to intervene if need be.

Absolutely. No camera batteries allowed in checked luggage!
