I have the FM and a few hand held meters. How do I set the exposure if my meter said it's 1/125 and f/5.6 and 7/10?

It means the exposure is 7/10 of a stop above f:/5.6 in other words the f-stop should be about f:/7.1. If the camera uses 1/3 stops then go two clicks a above f:/5.6. If your camera uses 1/2 stop increments use the half stop above the f:/5.6 or f:/8 which will put the exposure within 1/3 of a stop of correct exposure.

The FM has only full stop clicks.

Correct. But many lenses of that era had half (1/2) stops clicks too.

Yes but however it seems that Nikon never had any lens with 1/2 stop clicks. Pentax did.

My Nikkor 50 f2 AI has half stops, haven't checked the others. The 50 just happened to be laying on my desk as I read that post.

If your have 3 diodes on (center, top and bottom) there should be a problem. Only two is normal it just show you you may be slightly over or under exposed. No big deal. Make sure you measure the light on what would normally show as a middle gray in black and white or the back of your hand held in the light (or shadow if you happen to be in such a situations).
