Actually, if the question was about the 'foot' rather than the collar, the responses would be 'yes'. Some / many replace a generic foot (mount point) with an Arca-Swiss 'foot', when possible. Others might permanently attach an Arca-Swiss lens plate. But, replacing the manufacturer's collar with a generic, that's probably pretty rare.
A better phrased question with a specific lens model to discuss would have been more useful by the OP.
