A politician makes a campaign stop at a rural village.
“What can I do to make your lives better?” he asks the crowd.
The mayor says: “We have a hospital, but no doctor.”
The politician whips out his cell phone, speaks animatedly for a few minutes, and announces: “I have arranged for a doctor to arrive next week. Is there anything else the village needs?”
“Well,” says the mayor, “there is no cell service anywhere in this village.”
Was that Senator Ron Johnson?

How do you know when a politician is lying? Their lips are moving. Unfortunately it's true.
Sounds like Governor Nuisance of California.
