My wife bought this at a "yard sale" because she knew what it was. I had never seen one before, what do you think it is and it's purpose. Sorry about the blurry pictures, hand held with room lighting. Will post wife's answer tomorrow.

Correct it is a toast or bread rack.

We've spent quite a bit of time in England, so we're familiar with them. The English developed what could be considered a radiator for toast. Each slice stands upright, separated from its neighbors, allowing for the fastest possible cooling. Who likes warm toast?!
We were having breakfast at a B&B in Wales years ago, and another couple was sitting near us. The toast was nice and cool and hard. As both tables began biting into the toast, there was quite a bit of crunching noise. Both tables started laughing simultaneously.
On the other hand, that might be a napkin holder.
Only in 'Murica would we want to lay toast flat so it goes soft and soggy. But then we seem to like most foods soft and soggy like baby food.
The purpose of a toast rack is to keep toast crispy. If you don't want it crispy, why toast it in the first place?

So it'll be warm enough to melt the butter, of course. (The purpose of bread is to hold butter, you know, although after that you can add other things for variety.)

If you want to keep the toast warm too, buy the porcelain one and warm it (gently!) in the microwave.
