There's no discernible difference between a Hamas terrorist and a Palestinian.
Open warfare will require a lessening of "due diligence". And when that time comes, there will be no civilians (Palestinians). All in the enemy "camp" will be enemies.

e.g. WWII - There was no way to isolate industrial targets in Germany, Italy, or Japan, from civilian infrastructure. And even in today's advanced technological warfare, the line will be blurred.
If one wants to survive a war, then the enemy must be killed until he surrenders, and he must never have anyplace to rest and refit. And if the enemy tries to use humans as shields, then those humans will die also.
The aggressor, Hamas, in this case, always sets the rules of engagement.

I think the Israeli goal is Hamas elimination not surrender. Hamas teaches its followers to murder civilians, including babies, therefore, Hamas should not survive.
I hope Israel succeeds in its goal.
