No sky. To me, it puts more emphasis on the subject.

No sky. Nice photo!! The sky doesn't add to the photo. I prefer the frame filled with the closer view of your subject to see more of the details.

No sky, for the reasons already given by others.
You might try extending the sea at the top a tiny bit (via cloning). Perhaps crop a bit off the bottom of the rock, though that decision will be dependent on your overall vision for the scene.

First shot, much more impact
Definitely with sky, but crop so the rocks beneath the subject's feet are the same width as the sky, for symmetry (or framing). I did this inadvertently as I scrolled, stopping when there was about an inch of rocks, same as there was of sky. It looks terrific this way.
The sky adds perspective. The subject's not blowing his horn just for you, but for a great expanse.

For me, the sky gives the photo a sense of place and scale, which is lacking in the first photo.
