NO one could register as a candidate for office until three months before election timer The total amount spent on a campaign by all entities combined could not exceed four times the annual salary of the position being sought, on penalty of expulsion from office and ineligibility for another ( second?) term in any public office. $ SPENT ON BEHALF OF A CANDIDATE WOULD INCLUDE $ spent AGAINST A COMPETING CANDIDATE. I've often wondered, based in the official salaries, how a legislator can enter office merely well off and leave office very very wealthy.
