Charlie was not in Apocalyse Now. It was Martin. So no the cartoon has nothing to do with Apocalyse Now. I think it has to do with the fact that Charlie was often found naked and drunk or intoxicated with cocaine. It's strange that Martin has several kids but only Charlie last name is Sheen.
