How can I fix this old photo?

Thank you, I am 77 years old and learning something new at my age will be difficult, but I will try and learn how to manipulate photos using tools such as Photoshop. I currently only use Lightroom for catalogging and keywording with some minor photo adjusting.

Well, I am past 80 and I never stop trying to learn something new every day. Of course I "learned" Photoshop decades ago, and I don't have to start from scratch, so that means just trying new techniques, integrating and refining old ones, keeping up with the new AI tools, and trying to make sense of trends. At the same time, I continue to try to refine my photography and learn about how the new cameras work. I dropped Adobe Illustrator many years ago because I didn't use it enough to justify the cost, and now I am having to learn Affinity Designer.

I know how daunting it can be. Take it one step at a time.

To remove the scratched or folds across the middle, select Filter, Neural Filter, and Photo Restoration.

I can't agree. That filter is still in beta and unreliable. There are better ways to get rid of scratches without adding unwanted effects, primary among them the Remove tool.
