I have tried everything I can using Photoshop to fix this poor-quality picture of my deceased wife. This was at a New Year's party at our local watering hole in 1995. Any help would be appreciated. That's a pretty low resolution file to try and restore and print . Do you have a higher resolution version?

I agree with the idea that it would be very helpful if you could post a higher resolution image of this photo. If you don’t have access to a camera that could be used to create that higher resolution image, then an alternative would be to post an image taken with the camera on a high quality cell phone. The better the image one starts with, the better the image one ends up with.

This is what I could do with the extremely low resolution. First I resized it 6x and turned on the face fix option using PhotoAI. The results were generally acceptable. But there is something wrong with the photo and it could not do anything with her face down to her neck and it was badly distorted. Then I resized it 4x more so that it is now 2544 x 3672 pixels. (Original was 188 x 256 before I cropped it) Understand that this is a resize of 13x. I have never attempted this much of a resize before.

Next I went to Photoshop and used Generative Fill and gave her new lips and a new chin. No clue if the results are close or not, but you wouldn't have liked what they were before I did this.

Can you somehow get a better copy of the image to work with? This is a miracle that it came out as it did with what you gave us to work with.

The 2nd image shows you what her lips to her neck looked like where I had to play act as a plastic surgeon.

Sorry, that is the only one I have. I did use AI but it replaced the whole face with 3 choices. None looked like her. I appreciate all your tries.

I'm not completely happy with my try. Sort of looks like she has a bit of a 5 o'clock shadow. That could be fixed, but I didn't try.

Maybe there's an option with AI that looks at other pictures of her and then "learns" and fixes it better...

That is the best I can quickly do. Photo was very very small

Though I am not a Photoshop Expert, and do not know what (soft ware) is available today, but when I started great
features of digital imaging. Did those following things; (1) make original file bigger or higher resolution possible.
(2) If you scan, it save as high res. TIFF or shoot RAW for copy with camera. (3) Practice what ever tools available
to correct damaged area at large magnification, if possible almost to pixel by pixel. Very sorry about your loss. I recently stared to copy restore our old family photos, those are black & while but using sRBG JEPG color mode, do not have to be high gray scale or B&W, because many are turned into off B&W colors. Good luck.

Do you have another picture of your wife that can be used as a guide to reconstruct the other photo?

If you could get a camera or your cell phone and fill the frame with the photo. Then send that. With some pixels to work with we could get something better.
If you had another photo with any part of her face that could be used to get the right look.

I thought you did a great fix on this. I thought it would look better tho to lighten up some areas and I tried to do just that.

There are scanners is grocery and drug stores where the photo could be scanned.

Google photo restoration.
Lots of services out there. Some use AI and can do wonders wit even low res photos.
However, agree that if yo can get a higher resolution file, it would be easier to work with.

Find her HS yearbook and get that to work with, or just use it.
Likely, the photographer for the yearbook has an original file or negative; maybe several.
Ask a few of her friends if they have photos.
Making her look good with just this image seems a Herculean task.
