Yes, most systems will not allow emails larger than 25MB. That is a pretty good sized JPG. My finished JPGs for sharing are usually 5 - 10 MB, that is 2,400 x 3,600 pixels (8x12 inches) at 300ppi. My initial RAW out of the camera files are huge as are the occasional camera JPG. And my final Ps processed image files are usually 55-75MB. I set everything to no compression. Anyway, you should be easily able to resize your files using Ps, Lr, Luminar, or virtually any other PP program. Not using PP at all and trying to go totally ROOTC? That is your first and real problem. Images from Cell Phones can be PP and resized too. Good luck.

I also have been using Fastone for at least a couple of years. I think it is great with many options and handles large batches in seconds!
if you are on a PC and you have LightRoom and have the picture you want to resize on your screen you can go to file>export, I usually have the picture sent to my desktop (you can pick any location on your computer) input the size and resolution and it will provide with jpeg photo. Bad part you can only do 1 photo at a time. Good luck

I use a MS Windows system and use "Snipping Tool" -- because the only purpose is to show a few friends what I have found of interest in my world. If, then, I want to add text or graphics or make some adjustment to an image, I use GIMP.
Note the "only purpose" mentioned above. If you need better, others have provided advice.

Picasa works very well. Easy to use and has a number of options.
