The immature Cooper's Hawk has a yellow eye that turns red at age 6 years. In bad light it might be seen as brown in the adult bird. I've never seen a blue-eyed accipiter, but I've never seen a blue-eyed red-tail either. I agree with a little uncertainty with the others that it is a juvenile red-tail, but I'd like to see the length of that tail better. The blue eye is an anomaly that I never knew existed in red-tails. Great shot!

Had this one in my Driveway in Michigan today, very similiar. Eating Worms, I am thinking a juvenile red tail also, they are common around here
