Rounds probably loaded with #12 shot ( very fine and loses velocity rapidly)

I believe it’s only a charge of bp. The riders are close enough to the balloon so the hot gasses and particles are what pop the target. No projectiles needed.

It's called Cowboy Mounted Shooting and they use a 45 LC with a black powder blank. I've seen it at the Ben Avery Shooting facility in Phoenix quite a few times.
