I'll add another vote for Handbrake. I've been using it for years to rip DVDs to smaller files suitable for mobile devices and my video jukebox (a drive with hundreds of DVD-quality movies averaging around 650MB each). I also use Handbrake occasionally to convert a file type or to re-encode a damaged video file.
Handbrake is user-friendly and intuitive, but for anything you might not understand, there is plenty of help online from Handbrake and from third parties.
I'm curious though, about your issue. H.264 is a codec, and MP4 is a container, as bsprague said. Personally, I use the newer H.265 codec in a Matroska container (.mkv extension) in order to include toggleable subtitles. Some (all?) other containers (including Handbrake's default, MP4) won't allow subtitles.
If .MP4 won't work, then try .MOV. It's another container for H.264.

gmbrandon - I sent flickr one of the videos that didn't load, but she said she was able to load it without a problem. She said that this confirms that the video is ok. Then she asked me to check on plug-ins and ad blockers. Don't know how to do that so I asked her to send me instructions so I can check that out. She also asked for a screenprint of the error, which I did. And I also let her know that just 2 days ago I loaded another album with videos without any problem at all. I'll send any additional updates as soon as I can.
Handbrake and Shutter Encoder (both n/c) will produce about any format/type you want.
MP4 is a container. And H.264 and H.265 is the codec. It's possible online to learn more than you ever want to know about containers and codecs.

gmBrandon - After several suggestions from flickr (check/delete plug-ins, extensions, ad blockers), I continued to have the same problem as recently as yesterday. Tried multiple times as I did each day. Then it finally just worked with no additional changes. A flickr rep this morning said that they had encountered issues on their side that could have caused the problem. In any case, we'll see what happens when I finish working on the next album that has many more MP4s.
