Do any of you know how this works. It's in the local paper with no explanation.

It’s a simple replacement cipher. You need to figure out what letter each letter in the cipher is replacing.

What Superfly said. Look for keywords such as "and," the, a, I, in, to and too," etc. They will often get you started. I used to do them all the time until the newspaper quit publishing them. With a little practice, they get easier.

Yep. Looking at the last name with two sets of double letters and the three letter combos led me to “PRN” being “THE”, from there it was easy.
