Appears to be one of the ‘F’ series McCormick Deering (International) with an extended frame. The large hand wheels are manual lift mechanisms. The lifts plus extended frame suggest that it once had a belly mounted blade. They were used as self propelled road graders, usually by local governments to maintain gravel / dirt roads in the country.

Jim I don't know the Mfg of the tractor
"The Gag" it you are talking about the silver thing or the two wheels by the steering wheel
The Silver thing : The Magneto = ignition
The two wheels: Are probably a belly mounted lift, likely for a Cultivator

I’d have a stab at it being an International Farmall tractor. Way back, they were integrated into a road grader addon. The big hand wheel each side were fo winding the blade up or down. The operator stood between, behind those wheels to drive the machine. I see no familiar blade, but may have been removed or another implement adapted.
I recall seeing one or two in local govt machinery fleets.

it might be used to raise or lower something like cornpicker head or even to lift something that cleans rows of corn or beans

It is an old Farmall tractor. The two large adjustment wheels are used to adjust the height of a “ Road Grader” blade mounted under the tractor.

I have seen such wheels on a tractor in other areas of the country, but I don't remember what they were for. They aren't a Midwest thing, I am pretty sure.

Those big wheels on top of the tractor look like they were used to raise and lower something like a blade similar to a road grader. It would attach to the front of the tractor at the two attachment hooks on each side of the front end. Just my guess.

Yes--now I remember! And I was incorrect--when I was a little kid, a man living just down the road was the county road grader in this area, and his grader tractor looked just like that.
