It's a jack but rusted so much you can't tell the top is a threaded screw. My father in law purchased a two-story cabin with sagging floors and roof. He used this jack atop a lally column under the load bearing beam in the basement to raise the floor. He'd go down into the basement and give it a quarter of a turn every few days. After several months, he had raised the floor and roof about 9 inches getting them flat and true.
