Maybe the entire state doesn't possess that many resources. And maybe they don't want to dilute the remainder of the state from their appropriate amounts to send far more than "fair share" to a democrat created travesty. Maybe the city should recognize its problems and address them itself. If he did do as you say and it resolved a good bit of the problem it would just revert because democrats are too stupid to do any differently.
