I had a crazy thought the other day.
Usually, teleconverters on a Z body with an F lens are stacked like this -
F lens |=| F TC |=| FTZ |=| Z body
What if they were stacked like this, with a Z TC instead?
F lens |=| FTZ |=| Z TC |=| Z body
Mechanically and electrically it should work, but optically doesn't seem to make sense. Perhaps it may introduce a macro effect and/or loss of infinity focus. Just wondering if anyone tried to stack them like this and what effects were observed?
While it might seem to be a viable option it’s probably not. The cameras are designed to recognize certain combinations. It may be possible to use a setup like that fully manually but I seriously doubt the electronics will work.

I think you're right. The Z TC will look for a Z lens attached and when an F lens is detected it will probably generate an error in the Z body....not even manual focus would work I think.

A Teleconverter is like a "Barlow lens" on a telescope, Basically a 'negative lens element or group.
That lens group becomes part of the lens, and needs to be precisely positioned relative to the other lens elements in order to work as intended. Also for best performance a TC needs to be designed for the lens you attach it to. Thus even though a TC 'fits' a lens the manufacturer may not recommend that configuration because quality suffers.
You may get an image but probably less than Ideal.
If you own all the pieces , and they, fit together, you can try it. But I wouldn't buy stuff just to try the idea. You can also call Nikon. I suspect they will tell you something similar to what I said, but I certainly could be wrong.
