No it does not depend on intent but we all know Biden’s intent is perversion. If I were to touch a hug or kiss an employee, or a coworker, the intent is irrelevant. No matter my intent I could still be fired on the spot.

It's completely appropriate to touch, kiss and hug women and children as long as your intent is pure even if it makes the victim uncomfortable. Well, that's the Democrat rule anyway. "My body my choice" matters not in this situation I guess.
