None of them (Adobe, Topaz or DXO) was much good sharpening this image. How disappointing!
Really? Did you expect any of the programs to significantly sharpen this image or are you joshing with us?
That's because the AI is so good it realizes when a image is better in its original condition.

It looks like motion blur rather than out of focus. That may effect how it can be sharpened.

Folks - apparently my sense of humor is not shared by our fellow hogs. I posted this thread to be ironic, not literal. The image was intended to be indistinctly focused, as to mimic an impressionist painting.
It looks like a very crowded koi pond. Is it yours?
By the way, if people were taking you seriously it is because we have occasionally been asked how to fix extremely soft, totally out of focus, or otherwise extremely blurry images.

I thoroughly got your joke, but wasn't sure it was a joke. Now I'm chuckling. I thought it looked intentional and successfully done.
Before I read the comments I thought it looked like an impressionist painting, and I liked it.
