Senator Sam Ervin, known for his role in the Watergate hearings, was from Morganton, NC. We have a statue of the late senator smack dab in the middle of town.

Senator Ervin's grandson, Sam Ervin IV, was in my class at Davidson College. Our Freshman year was during the Watergate hearings. Sam IV kept a low profile. I remember the guy as quiet, steady, and smart. Later, after getting a law degree at Harvard, he became a NC Supreme Court judge. No doubt, he got a lot of inspiration from his grandfather.

My economics professor picked up on the senator's use of it, and used it in Public Sector Economics class the next day. Loosely translated, it means charitable, usually referring to institutions that accept tax-deductible contributions.
It's one of those words seldom heard in general use, outside of legal and government offices.
