I think that "listen up" most often means '"listen and pay attention to what is being said", usually said before issuing orders or giving information that will not be repeated.

Many years ago, I realized the overuse and abuse of UP. I made a concise effort to use other words with a more appropriate and descriptive nature. Ever since then, things have been on the up.

Thanks for all of the comments hoggers. They all seem to be on the up and up. I was feeling a little down when I first woke up, but now I'm feeling on the up and up. And now that I'm done checking the UHH forum while sitting here in bed, I guess it's time to get up.
