Should a photographer ask permission first?

Although this doesn't fit the image of this, it still has to do with permission...
While in New Mexico, I noticed these two miners, (and they really were gold miners in town for a while,) and they really looked the part.
I walked up to them and asked politely if I may photograph them. They said "sure pardner".) As I was shooting, another "tourist" walked up and stood right beside me and was going to take their picture also, the tall one held up his hand and told him "sorry you can't shoot us." To which this tourist said, something to the effect that I was taking their picture.... and the tall guy told him that I had asked permission and you didn't!!!
I offered them a few bucks, but they pulled out a couple of pouches loaded with gold that they had mined.

I do think that courtesy snuck out the bathroom window when no body was looking. It doesn’t hurt to ask unless you mind being told “NO!”

Right, and you gotta expect some "NO's." Most of the time if you hand them a couple of bucks, the no will change real fast to a yes.

I prefer to hold back some green so I can pick up a new lens.

I’m not sure if the type or make of the camera makes a difference. I don’t think it would make a difference if it was a Hassie or Nikon or Leica or Canon? There may be some relationship but to us each camera is special for several reasons. But to a novice, there may be an appeal to a camera based upon its physical presence. I never gave it much thought. I probably wouldn’t mind if someone used a AE-1 or a R3 to photograph me. I may be a little apprehensive if someone wanted to use a H4D or a Mayima RB67. I guess this would need to be addressed in another thread.
