Yep...clamps for applying hot patch to rubber inner tubes. I remember helping my Dad when I was a kid work on old tires.
I think it was called vulcanizing... Here's a video for those who can't remember and those who are too young to know. I don't know what he's done here but when my Dad did it the surface of the patch was left smooth and shiny..I remember the patches he used were also oval shaped.
